Plan Creator Georeferencer

This section of the manual contains guidance and a technical guide to using the Georeferencer tool within the Plan Creator. This is a permission-based tool used by those plans staff with a requirement to georeference deed plans when mapping applications.
The guidance on georeferencing is aimed at assisting those plans officers to use the georeferencing tool in Plan Creator effectively, when to use it, and when to plot and scale using the Adobe Reader measuring tool.
Plans Officers should still consider these key points:
that the deed plan submitted for registration is acceptable and meets the Registers of Scotland (RoS) Deed Plan Criteria. If the extent of the subjects or other pertinents cannot be accurately identified and plotted onto the cadastral map then the application should fall for rejection.
if it is a new application and the subjects are large or complex, then obtaining the digital data used to construct the deed plan would be more accurate and efficient for registration purposes.
that a georeferenced image is not necessarily the final definitive position. Other factors need to be considered such as any boundary description in the deed, the quality of the deed plan, the underlying Ordnance Survey (OS) map and its tolerances, surrounding titles, previous map editions etc before a final decision is made on the extent to be registered.
