LRS application process


  • If the CMS case is a DIS type then follow the DDS process steps.
  • If the CMS case is an LR type then the application form will have had an import code (the 8 letter alpha code at the bottom of the form) so an LRS application will have already been created, proceed to Settling Process - Standard Dealing - CMS Version.
  • If the CMS case is an INT type but there is also an LRS application that has been auto-created and the case is at the LBTT Check screen then CMS has attempted to check for LBTT but has failed and requires a manual LBTT check, proceed to the Manual LBTT Check section below.
  • If the CMS case is an INT type but there is also an LRS application that has been auto-created and the case is at the Intake Checks screen then CMS has identified a potential grouping opportunity to an existing LR case but requires the documents to be checked for validity, proceed to the Auto-grouping section below.
  • If the CMS case is an INT type and is at the Review Representment screen (and there is NO live LRS application), then CMS has identified that the import code has been scanned before, check the Representments screen for details about processing the representment.
  • If the CMS case is an INT type and there is no live LRS application then the application form has no title number and/or has a cheque payment type, proceed to the Manual input of application details into LRS section below.

Process steps

Manual LBTT Check

CMS will automatically check for LBTT on all disposition cases with auto-created LRS applications with monetary consideration and where the LRS application has been auto-created.

3.1 If CMS finds a match then the LBTT number will be displayed on the case details in CMS and the case will be automatically routed to the Standard Settle workbasket.

3.1.1 CMS will only consider the match successful if the majority of fields match exactly.

3.2 If CMS does not find a match then it will be routed to the Standard Intake workbasket for a manual LBTT check. When you take on the case, the Perform LBTT Check screen will be displayed.

3.2.1 If the deed to be registered is not a notifiable transaction, select the Not Notifiable option. The case will then be automatically routed to the Standard Settle workbasket.

3.2.1.1 You will not be expected to settle this case.

3.2.2 If the deed to be registered is a notifiable transaction, ensure that LBTT requirements for s.43 compliance have been met.

3.2.2.1 Login in to Tax Server/ S43.

3.2.2.2 Input a relevant search detail from application to search for the LBTT record associated with this application

Fields which are searchable include:

1)      Title Number/Property Address

2)      Buyer Forename/Surname

3)      Seller Forename/Surname

4)      Consideration

5)      Effective Date

6)      Postcode

3.2.2.3 If a match is found:

3.2.2.3.1 Click “Mark as matched” on the S43 screen and take a note of the Tax Record number.

3.2.2.3.2 On CMS, select Payment Found and enter the Tax Record number then click Submit.

3.2.2.3.3 The case will be automatically routed to the Standard Settle workbasket and you will not be expected to settle this case.

3.2.2.4 If no match is found, select "Include marked transactions records".

3.2.2.4.1 If a match is found click “Mark as matched” on the S43 screen and take a note of the tax record number.

3.2.2.4.2 On CMS, select Payment Found and enter the Tax Record number then click Submit.

3.2.2.4.3 The case will be automatically routed to the Standard Settle workbasket and you will not be expected to settle this case.

3.2.2.5 If still no match is found, check for the LBTT return form and tax cheque in the supporting documents.

3.2.2.5.1 If both the LBTT form and cheque are in the supporting documents, the case has been scanned in error. Inform a TL about the case and then request a re-scan if authorised.

3.2.2.5.2 If only a tax cheque is found, follow the Rejection referral process.

3.2.2.5.3 If no LBTT documents are found, select the "No Payment Found" option on CMS.

3.2.2.5.3.1 Follow the Rejection referral process

3.2.2.5.3.2 If the referral officer subsequently advises that match has been found, use the "Perform LBTT Check" action from the Actions Menu to add the Tax Record number.

3.2.2.5.3.2.1 The case will be automatically routed to the Standard Settle workbasket and you will not be expected to settle the case.

3.2.2.5.3.3 If the referral officer subsequently advises that no match has been found, the application should be rejected as per their guidance.

3.2.3 If the LBTT check screen is submitted and the case does NOT route to the Standard Settle basket but instead moves on to the Intake Checks screen then CMS has identified a grouping opportunity to another LR case over the same title number. Follow the process in the Auto-Grouping section below.

3.2.4 Also follow the Rejection referral process if:

    • The deed to be registered is a notifiable transaction and an SDLT (Pre-LBTT) certificate has been submitted;
    • The effective date of the transaction cannot be identified;
    • It is unclear if the deed to be registered is a notifiable transaction. 

All INT cases (those without auto-created LRS applications) will also display the Perform LBTT Check screen as CMS cannot determine if it is a notifiable case.

3.3 If the deed to be registered is Not Notifiable then select this option and continue to process the case.

3.4 If the deed to be registered is notifiable follow the steps above to search for the LBTT payment and then select the relevant option on screen. Then continue to process the case as appropriate.



Auto-Grouping

3.5 CMS will check for other open LR cases over the same title in order to group cases together. 

3.5.1 Choose Standalone case if you want to create a separate LR case.

3.5.2 Choose Group to existing case if you want your applications to be added to a relevant existing open case. (e.g. a prior case over the same title number that is yet to be settled).

3.5.3 Check the auto-grouping page to learn more about the options and the process.


Manual input of details into LRS

3.6 Open the LRS and select relevant county's Intake Settle location.

3.7 Check for prior open applications.

3.7.1 If there is an open DFu (unconfirmed status) application, create the LRS application and then either group the cases or follow the Associating cases process depending on the circumstances. 

3.7.2 If there is a pending DFc (unconfirmed status) application of the same date create the LRS application and then follow the Associating cases process.

3.7.3 If there is a pending DFc (unconfirmed status) application from the day before contact the user with the lead case and only create your LRS application after they have despatched their case.

3.8 Select Create.

3.9 Select application type DW from picklist.

3.10 Enter the title number.

3.11 Click Next.

3.12 Check the correct address details are displayed and click ok.

3.12.1 If there is a registered version of the title the DW will be created automatically using the registered version.

3.12.2 If there is no registered version for the title the DW will be created automatically using the latest draft version.

3.13 On creation of an application in LRS, any application completed earlier that same day will be automatically re-opened and will show as pending (i.e. its status will change from RG to DFc). Do not ignore the earlier application.

3.13.1 Attach the 2 LRS applications and settle as normal.

3.13.2 You will be able to view the deeds and supporting documents for the lead case by doing a title search on CMS.

3.13.3 The CMS part of the Lead Case will remain resolved/completed so will not require any updating.

3.14 Select the new application on the LRS case workdesk and open the application workdesk.

3.14.1 Try using the import code if it exists on the form. If this does not work then manually enter the details of the form.


For a Transfer of Title:

3.15 Enter date of Entry.

3.16 Enter the property type (from picklist).

3.16.1 If the land use question on the application form has not been completed or where it is evident from the contents of the application form/deed that the incorrect land use has been selected the appropriate property type should be entered.

3.17 Enter the class code (from picklist), if necessary.

3.18 Enter the consideration/value.

3.19 Enter the category.

3.20 Enter any additional information, e.g. position of flat, plot number or pro-indiviso share (if deed transfers only a pro indiviso share in the subjects). Please DO NOT add information relating to plans ref - cellar update, To be settled with 20CCC27149/CCC217852 (lead 2012 in tenement), UNREGISTERED LINK IN TITLE – these should be added to the LRS Move Notes.

3.21 Add a deed field and enter:

  • deed type 
    • Note that only the deed types that are also available in the picklist on CMS should be used. 
    • If there is a problem with the deed type then follow the relevant referral process.
  • agent's FAS
  • UID number (see below)
  • details (granter/grantee)
  • creditor code (if necessary)
  • Ref. - agent's reference
  • email address(es) of parties to be notified in relation to the specific deed (use only the details provided in the notification details section of the application form)


The email address(es) and the details of the parties must be entered correctly and in the standardised format. Only the deed types available in the picklist should be selected as this information is imported to the notification handling system.


3.21.1 Where there is a representment, enter the represented UID if created or click Get UID if funds were not retained.

3.21.2 Where the payment method is cheque, add the UID number created as part of the eFin process.

3.21.3 Where the payment method is direct debit, check the fee is correct and enter the FAS number and click Get UID and UID field will automatically populate. Refer to the Automated eFin process if necessary.


3.22 Add and complete deed fields as above for any additional deeds.

Entries must be completed for all deeds in the application.

3.23 Select Applcnts/Grntrs tab and enter:

  • applicant type from picklist (C = Company P = Person O = Other).
  • applicant(s) name and address details. 

3.24 Add any Move Note if necessary.

3.25 For non-conveyancing deeds, complete only the relevant sections of the workdesk.

3.26 Apply and confirm the application.

3.26.1 The 'K' status of the application on LRS will automatically trigger the acknowledgement notification to be generated in the overnight run.


Input of LRS details into CMS case 


3.27 On the CMS Capture Application Details screen, input your LRS application number and click Get Application Details to import the deed information from the LRS.

3.27.1 Note that information in the CMS is imported from the LRS. If you notice an error at this stage, correct the error in the LRS, then come back to CMS, remove the Application Details and then re-enter them.

3.28 Add the deed type for each deed in your application.

3.28.1 If there are multiple APFs on this screen but they can be created with 1 LRS application (e.g. a Disposition and a Standard Security) then type the same application number in both boxes and select the relevant Deed type from the dropdown list.

3.29 Ensure that the LBTT dropdown list shows the Tax Record Number if you have entered one as it will default to Not Notifiable.

3.30 Click Submit to confirm the application details on the CMS.

3.31 CMS will give you the option to create a Standalone LR case or group your application/APFs with an existing open LR case.

3.31.1 Choose Standalone case if you want to create a separate LR case.

3.31.2 Choose Group to existing case if you want your applications to be added to a relevant existing open case. (e.g. a prior case over the same title number that is yet to be settled).

3.31.3 Check the auto-grouping page to learn more about the options and the process.

3.32 If there is another open case but it was not possible to group your application to it (e.g. if it is a non-CMS or DDS case) then you will need to associate the cases at the settle stage using the Case association process.

3.33 If CMS detects that this case type is one that you are not trained to complete (e.g a Complex Dealing) then it will automatically route the case to the appropriate workbasket.



Application created in error


If an LRS application is created in error (e.g. in the wrong county) then follow the Application Created in Error/Flysheet Cancellation process.
