Use of GPC in connection with Internet Transactions using Intermediary payments agencies such as paypal

Cards MUST NOT be used in connection with transactions made over the internet through intermediary payment agencies such as PayPal, or similar organisations, or to subscribe to online services. Where there is no alternative to using intermediary payment agencies Procurement must be consulted prior to any transaction being placed.

Internet transactions using GPC directly with MasterCard-accredited suppliers are unaffected and may continue as normal.

The Office of Government Commerce has recognised that there are serious implications regarding the use of such payment intermediaries with corporate purchasing cards and these include:

  • The potential for individuals to expose themselves to accusations of impropriety and fraud through the use of public money in connection with private accounts.
  • The loss of contractual indemnity for losses sustained through non-delivery, bankruptcy, etc.
  • The lack of verification of supplier’s credentials and the origin of the goods / services purchased.

Transactions made through intermediaries do not achieve value for money.  The criterion for value for money goes beyond purchase price and includes propriety, contractual terms and sourcing issues.

GPC transactions are monitored centrally for misuse and this will now include the use of intermediary payment agencies. Cards used for such transactions may be stopped until the transactions have been investigated.

Contactless payment is available but Apple Pay is a function that is not currently available through the existing contract. RBS are looking into this but at present this is not available through your GPC.
