Re-opening applications
Completing the registration of an application has the consequence of transferring the fee from (effectively) pending to used on the finance system.  If an error is subsequently spotted and it is necessary to re-open an application to reject, either wholly or partially, then this has consequences for the finance system. In such instances finance section must be consulted to confirm the most practical way to proceed.
