FR Plans CMS process



Plans case details

All cases will now have LR Case IDs not REG IDs. 

Each LR case will have an associated INT case which is where the intake process will have been undertaken. If you need to check any details from a referral at Intake stage then you will need to open the INT case to view those case notes.

On all Plans screens the following information will be listed in a box on screen:

  • LRS application number(s)

  • Title number(s)

  • APF type

  • Draft plan number(s)

    • If there are multiple draft plans (COFs) for these subjects then all of them should be shown on screen.
  • Plans report number(s)

    • If the agent has entered multiple Plans Report Numbers then all of them should be shown on screen.

  • Research area(s)

    • If there are multiple Research areas for these subjects then all of them should be shown on screen.
  • Property address 

  • Registration date

A separate box will be displayed on screen for each APF.

This page has been split into 2 different sections showing the process first for DCU cases and then for non-DCU cases. Follow the appropriate process below.

DCU case process

If the agent has entered a Plans Report Number then the case will be routed to the DCU workbasket.

 With DCU/COF

If you are working from the DCU workbasket, then when you click Next Assignment the case will be at the Plans Approval screen.

Screen 1 PLANS APPROVAL

There are 2 questions to be answered on this screen.

  • The first question is 'All Subjects are in research area(s)'.
    • If the subjects are in a research area and the correct research area is listed on screen, click Yes.
    • If the subjects are in a research area but the wrong research area is listed, click Yes and then add a case collaboration note stating the correct research area.
      • It is not possible to change the Research Area on screen so this is why the case collaboration note is needed.
    • If the subjects are in a research area but there is NO research area listed on screen, click Yes.
      • A warning message will appear stating 'Not all subjects have a Research Area number. Please indicate in case collaboration notes which Research Area number(s) applies to which Subject(s)'.
      • It is not possible to change the Research Area on screen so add a case collaboration note stating the correct research area.
    • If the subjects are not part of any research area but there is a research area listed on screen, click No.
      • A warning message will appear stating 'Not all subjects have a Research Area number. Please indicate in case collaboration notes which Research Area number(s) applies to which Subject(s)'.
      • Add a case collaboration note explaining that the subjects are not in the research area that CMS has identified.
      • Then enter the relevant number of burdens in the box that appears.
    • If the subjects are not in a research area and no research area is listed on screen, click No.
      • Enter the relevant number of burdens in the box that appears.
  • Review/verify the deeds and supporting documents submitted by the agent.
    • Check the corresponding draft cadastral unit (COF/DCU).
  • Make all the required changes in LRS and Plans Creator.
  • The second question is 'I can approve the plan'.
    • If you can approve the plan, click 'Yes' and then Submit.
      • The case will move to the Review plans approval screen.
    • If there are only minor amendments to be made to the plan then: 
      • First make the amendments in Plans Creator.
      • In CMS, click 'Yes, with amendments'.
      • Then click Submit.
      • The case will move to the Review plans approval screen.
    • If you cannot approve the plan, click 'No, route for mapping' then Submit.
      • The case will move to the Manual Ident screen.
        • See the Non-DCU section below to view details about the subsequent screens.

Screen 2 REVIEW PLANS APPROVAL

This screen will show you details of the options that you selected on the Plans Approval screen. 

  • If the details are not correct, click Back and make the appropriate changes.
  • If the details are correct, 
    • Make sure that the LRS application is released.
    • Tick the box for 'The above information is correct'.
    • Then click Submit to move on to the next screen.

Screen 3 SET LEGAL CHARACTERISTICS

This screen allows you to set the case "characteristics" so that the case is routed correctly to the Legal stage. These may be different to the Plans settings. The Complexity is the CMS destination workbasket and the Category is the LRS category of the application.

  • Pick the appropriate destination Legal workbasket from the Legal Complexity dropdown.
    • Choose from Standard, Advanced or Authority.
  • Pick the LRS category that matches your application from the Legal Category dropdown.
    • Choose from Cat 1, Cat 2, Cat 3, Cat 4, Cat 5, Cat Y.
  • These options can be set independently to allow more control over the routing of the case. Any combination of CMS Complexity and LRS Category will be accepted. Make sure that you pick the correct settings for the next stage of the process.
    • If you are not sure which settings to choose then check the Categorisation of Casework page and if you need further assistance, refer the case or add a case collaboration note, tagging a referral point/team leader.
    • If there is still doubt, select the lowest settings so that the Legal caseworker can assess the case.
  • Type the reason that you have chosen these settings in the Reason textbox.
    • This is currently optional.
  • Click Submit.
    • CMS will check if the category of the application in LRS matches the category selected on screen. 
      • If there is a category mismatch, a warning will appear.
        • Make the appropriate changes - either by changing the LRS category or by using the Change category action in CMS.
        • Click Submit again.
  • The case will move on to the Legal Preparation screen and into the selected destination workbasket.
    • If you have the required Legal preparation permissions, you can continue processing the case. Select this link to view the guidance for the Legal screens.
    • If you do not have the required Legal preparation permissions, click Next Assignment to take on a new case.

Non-DCU case process

If the agent has NOT entered a Plans Report Number or if a COF is not identified by the system then the case will be automatically routed to Plans Ident workbasket. Other cases will also be routed from DCU to Plans Ident if the existing COF is not usable.

 Manual Ident (Plans Ident)

If you are working from the Plans Ident workbasket, then when you click Next Assignment the case will be at the Manual ldent screen.

Screen 1 PLANS STAGE - MANUAL IDENT

On this screen you are shown details of the case - Title number and LRS application number, property address and LRS registration date.

There are 2 questions on this screen - 'All Subjects are in research area(s)' and 'I can complete the red hatch'.

  • The first question is 'All Subjects are in research area(s)'.
    • If the subjects are in a research area and the correct research area is listed on screen, click Yes.
    • If the subjects are in a research area but the wrong research area is listed, click Yes and then add a case collaboration note stating the correct research area.
      • It is not possible to change the research area on screen so this is why the case collaboration note is needed.
    • If the subjects are in a research area but there is NO research area listed on screen, click Yes.
      • A warning message will appear stating 'Not all subjects have a Research Area number. Please indicate in case collaboration notes which Research Area number(s) applies to which Subject(s)'.
      • It is not possible to change the research area on screen so add a case collaboration note stating the correct research area.
    • If the subjects are not part of any research area but there is a research area listed on screen, click No.
      • A warning message will appear stating 'Not all subjects have a Research Area number. Please indicate in case collaboration notes which Research Area number(s) applies to which Subject(s)'.
      • Add a case collaboration note explaining that the subjects are not in the research area that CMS has identified.
      • Then enter the relevant number of burdens in the box that appears.
    • If the subjects are not in a research area and no research area is listed on screen, click No.
      • Enter the relevant number of burdens in the box that appears.
  • The second question is 'I can complete the red hatch'.
    • If you can complete the red hatch then:
      • In Plans Creator, add the red hatch.
      • In CMS, click Yes and then Submit.
    • If you cannot complete the red hatch, click Refer. 
      • The Submit button will now become a Refer button.
      • Follow the referral process.

Screen 2 REVIEW MANUAL IDENT

This screen will show you details of the options you selected on the Manual Ident screen.

    • If the details are not correct, click Back and make the appropriate changes.
    • If the details are correct:
      • Make sure that the LRS application is released.
      • Click the box for 'The above information is correct'
      • Then click Submit.

Screen 3 PLANS CHARACTERISTICS

This screen allows you to set the case "characteristics" so that the case is routed correctly to the next stage. The Complexity is the CMS destination workbasket and the Category is the LRS category of the application.

    • If there is still doubt, select the lowest settings so that the next caseworker can assess the case.
  • Type the reason that you have chosen these settings in the Reason textbox.
    • This is currently optional. 
  • Click Submit.
    • CMS will check if the category of the application in LRS matches the category selected on screen. 
      • If there is a category mismatch, a warning will appear.
        • Make the appropriate changes - either by changing the LRS category or by using the Change category action in CMS.
        • Click Submit again.
  • The case will move on to the Map the subjects screen and into the selected destination workbasket.
    • If you have the required mapping permissions, you can continue processing the case.
    • If you do not have the required mapping permissions, click Next Assignment to take on a new case.
 Map the Subjects (Plans Standard)

If you are working from the Standard Plans workbasket, then when you click Next Assignment the case will be at the Map the subjects screen. (Cases from Plans Advanced and Plans Authority workbaskets will work similarly depending on your active directory permissions).

Screen 1 MAP THE SUBJECTS

On this screen you are shown the details of the case - LRS application number, Title number, the COF ID and Plans report numbers (if applicable), the research area (if applicable), the property address and the date of registration.

There are 2 questions on this screen - 'All Subjects are in research area(s)' and 'I will complete the map'.

  • The first question is 'All Subjects are in research area(s)'.
    • This will show the options that were set at the Manual Ident stage.
      • If the settings are correct then leave them as they are.
      • If the settings are incorrect then change them as appropriate.
        • Check the Plans Ident section for guidance on the options for this question.
  • The second question is 'I will complete the map'.
    • If you can map the subjects:
      • In LRS and Plans Creator, make all the required changes.
      • In CMS. click Yes and then Submit.
    • If you cannot map the subjects, click No.
      • Options will appear for changing the case characteristics.
        • Pick the appropriate destination Plans workbasket from the Plans Complexity dropdown.
          • Choose from Standard, Advanced or Authority.
        • Pick the LRS category that matches your application from the Plans Category dropdown.
          • Choose from Cat 1, Cat 2, Cat 3, Cat 4, Cat 5, Cat Y.
          • Make any required changes in LRS.
        • Type the reason that you are changing these settings in the Reason textbox.
          • This is currently optional. 
      • These options can be set independently to allow more control over the routing of the case. Any combination of CMS Complexity and LRS Category will be accepted. Make sure that you pick the correct settings for the next stage of the process.
        • If you are not sure which settings to choose then check the Categorisation of Casework page and if you need further assistance, refer the case or add a case collaboration note, tagging a referral point/team leader.
        • If there is still doubt, select the lowest settings so that the next caseworker can assess the case.
      • Click Submit.
    • If you need some help/reassurance to complete the map, click Refer.
      • The Submit button will become a Refer button.
      • Click the Refer button and follow the referral process.

Screen 2 REVIEW MAP THE SUBJECTS

This screen will show you details of the options you selected on the Map the Subjects screen.

  • If the details are not correct, click Back and make the appropriate changes.
  • If the details are correct:
    • Make sure that the LRS application is released.
    • Click the box for 'The above information is correct'.
    • Click Submit.
      • CMS will check if the category of the application in LRS matches the category selected on screen. 
        • If there is a category mismatch, a warning will appear.
          • Make the appropriate changes - either by changing the LRS category or by using the Change category action in CMS.
          • Click Submit again.
    • If you selected No on the previous screen then the case will be routed to the chosen destination workbasket (CMS Complexity).
    • If you selected Yes on the previous screen then the case will be routed to the Set Legal Characteristics screen.

Screen 3 SET LEGAL CHARACTERISTICS

This screen allows you to set the case "characteristics" so that the case is routed correctly to the Legal stage. These may be different to the Plans settings. The Complexity is the CMS destination workbasket and the Category is the LRS category of the application.
