The existing Further Guidance page Automatic Plot Registration (APR) - Plans Guidance has been extended to include guidance on a particular scenario relating to leases within tenements or other subdivided buildings. If the landlord owns the whole building and is leasing a unit within that (for example, landlord owns multi storey shopping centre and leases out units within the centre), the subjects that are to be registered in the APR application will be different from that if the landlord only owns a part of the building (for example, landlord owns only the ground floor shop in a tenement of shop & flats above). A short paragraph has been added to Sample Property Section Styles - Tenement Properties to remind plans officers that if the description in the deed refers to a property being on, for example, " the first floor above ground floor" or "the second floor above the street or ground floor", then this description should be carried forward into the description used in the property section.

Following on from the decision by the Policy & Practice Group in November, guidance has been prepared by the Innovation Centre on the use of a secondary layer of the cadastral map in particularly complex titles. This guidance can now be found in the registration manual at /wiki/spaces/2ARM/pages/171475090. The existing plans guidance page Supplementary Data, SPLs and Supplementary Plans has also been updated to take account of this new policy.

Following feedback from plans colleagues, an extra example of how to index a plot of ground has been added to the Indexing guidelines page 2.2 Areas of Ground. Example 2.2.5 now covers the scenario where the cadastral unit is an unbuilt upon plot of ground within a village or hamlet where there are no road names to tie the plot description in to.

Instructions on dealing with applications created in error at Intake have been updated and expanded. Existing pages Deed Plan Must Be Acceptable and Bounding Description of Property Must Be Acceptable have been updated to include a short section clarifying the position on properties that are described in the deed as including the foreshore ex adverso the plot of land.

Mapbase Maintenance

A new section has been added to the registration manual - Mapbase Maintenance. This section contains pages that will help plans registration staff when completing forms such as a P110s or P24s, as well as guidance for MBM staff when processing such forms and requests.
