Intake/support vet - high value casework
Work with a consideration or value certified on the application form, or in the body of the deed, as being £3 million or more will be flagged using a specific route card, placed in a red case bag and must be logged. The log is kept in a public folder at O:\Production\All BU\Public\High Value Casework\High Value Casework Logs. See Annex 4. An application note must be added flagging up that the application is for a high value - the wording should read "High Value Casework - please ensure application is subject to the necessary checks". This note can be found on the LRS Application N&I picklist. This note should also be added to the application workdesk as an Instruction for Despatch-Complete. Additionally, the ‘stop at despatch’ box on the application workdesk should also be ticked.
An email should also be sent to FinanceDirectDebits@ros.gov.uk to give Finance the details of the application. The email should advise Finance of the application number, title number, FAS number of the submitting agent, the consideration/value of the transaction, and the fee taken. Finance should also be advised of any application where the fee taken is over £1000, even where the value is stated to be under £3m.
Following completion of the intake and ident procedures, FR and TP applications will be passed to the relevant plans vet officer according to the applications rota in Annex 5 based on the split of counties between Edinburgh and Glasgow.
Only DW applications where the deed inducing registration (DIR) includes a plan will be passed for plans vet. The remainder will be passed straight to legal vet, again according to the applications rota.
If a DW is to be attached to an FR or TP application, it will be passed to the appropriate support area as normal. After it has been attached, all the applications for that title will be passed to the relevant vet officer depending on the lead application type. A flowchart is attached as Annex 6. If the lead application is being worked on, then that officer will be responsible for carrying out the vet required.
It will be the responsibility of nominated team leaders to maintain the rotas to ensure that the casework is passed quickly to the correct person. If the person named in the rota is unavailable, the application will be passed to the deputy noted on the rota to ensure that the application is vetted.
