P98 Requisitions

The P98 procedure is used to report possible errors, ambiguities and queries with textual data on the OS map. Normally these consist of road name and house name or number queries. If the discrepancy is with the address data shown in the gazetteer, see the section on P104 Address Queries.


Is a P98 requisition appropriate?

Prior to emailing Mapbase Maintenance, the following checks must be carried out: -

  • Check the index map layers for any relevant information – it could be that the street name, etc. has already been confirmed as being correct by the OS.
  • Check all editions of record maps, including different map versions.
  • Check pending or existing registrations in the same road/street as they may reveal more information.
  • Confirm relevant information from Post Office Address File or the One Scotland Gazetteer and attach a copy.

Where the house number submitted to RoS for registration is in conflict with the OS Map the following datasets can be examined:

  • RoS Data (Application form, Disposition, correspondence, etc.)
  • OS Map
  • OS Address-Point Gazetteer
  • Post Office Gazetteer
  • One Scotland Gazetteer
  • Google Street View


Confidence Rating 100% - OS to Update map detail


The most important factor when considering a house number update to the OS map is the effect on all adjoining properties. It is imperative that the proposed update does not have any adverse affect on consecutive house numbers.

One of the most common anomalies is where numbers 1, 2, 3 and 4 actually run the other way, 4, 3, 2 and 1. Sufficient evidence must be submitted to justify the map update for all the numbers involved.

In most cases, the Post Office Gazetteer and One Scotland Gazetteer do not provide sufficient supporting evidence.

In some cases, Google Street View can be checked and prints provided in support of the change.


Specific examples where more information is required

If Google Street View cannot be checked and there is insufficient supporting documentation, further evidence will be required. Possible sources include:-

Where RoS Data, Post Office Gazetteer and One Scotland Gazetteer agree the OS can update the map detail with confidence.

In most cases, Google Street View can also be checked and prints provided in support of the change. If using Google Street View it is important to check the spelling of all street name plates as it is not unknown for the street to have 2 different spellings at either end of the street!

In these situations the OS will update the map if all other datasets are aligned. If there is any conflict in datasets this can only be resolved by the local authority.

Once the plans officer has confirmed that the spelling or numbering in their application is correct, email Mapbase Maintenance. A copy of the relevant OS map highlighting the appropriate property/street name and relevant print out of the Post Office Address File must be attached to the email. Requests were formerly sent on a P98 form but this form is no longer used. MU requests can now be sent direct to mapbasemaintenance@ros.gov.uk - the email should be titled P98 Request - [title number].

Include evidence of source confirming change of address (App form / phone call to agents / letter from council / agents etc.)

The application for registration can then proceed as normal - see Further Guidance page House and Street Names on the Cadastral Map for details of how to proceed with an application once you have established a name or number on the OS map is incorrect.


Submission of updates by MBM to the OS

RoS are now accredited as a reliable source of information by the OS and MBM send updates straight to their headquarters in Southampton for the necessary amendments to be made to the OS map. All updates must be sent with supporting evidence which should come from either the Royal Mail website or the One Scotland Gazetteer. Once the OS have made the amendments to the map, the updated data is received by us as part of our regular supply of new or updated map data.
