New Cardholders

When a new Cardholder is to be appointed, the Card Officer should contact the Card Controller via email giving a brief explanation of the requirement. The Cardholder will then receive the necessary Application and Declaration Forms via email from the Card Controller.  On completion, the Application Form should be signed by the Cardholder and returned to the Card Controller. If approved, the Card Controller will send the completed application form to Royal Bank of Scotland for processing.

The Cardholder, Card Officer and Card Controller Declaration Forms which state that user reference guide have been read and the obligations it places upon them understood, require to be completed before a card can be issued. Royal Bank of Scotland will send the new GPC Card to the Card Controller. Provided the signed Declaration has been received by the Card Controller, the card will be issued to the Cardholder.  In the interest of security Royal Bank of Scotland can only issue the GPC Card P.I.N. to the Cardholder directly. This is to reduce the chance of the P.I.N. going missing or being used by an unauthorised individual.

The Cardholder must sign the Procurement Card Acknowledgement when collecting the card and should then sign the back of the credit card immediately. Once this has been witnessed by the Card Controller, the Cardholder is free to use their GPC where appropriate.

The Card Officer is responsible for ensuring the Cardholder complies with the GPC procurement procedures and obligations. The Card Controller is responsible for ensuring the guidelines and procedures are maintained and implemented for use by RoS GPC users. The Card Executive is responsible for ensuring the overall procedures and guidelines are consistent with the Scottish Government contract with Royal Bank of Scotland.
